மும்பை குண்டுவெடிப்பு துணுக்குகள்...

மத்திய உள்துறை மந்திரி ப.சிதம்பரம் நேற்றிரவு மும்பை விரைந்தார். குண்டு வெடித்த இடங்களுக்கு சென்று நேரில் பார்த்து ஆய்வு செய்தார். பிறகு மருத்துவமனைக்கு சென்று குண்டு வெடிப்பில் காயம் அடைந்து சிகிச்சை பெற்று வருபவர்களை பார்த்து ஆறுதல் கூறினார். இன்று காலை 10 மணிக்கு மும்பையில் அவர் நிருபர்களுக்கு பேட்டியளித்தார். குண்டு வெடிப்பு தொடர்பாக எழுப்பப்பட்ட அனைத்து கேள்விகளுக்கும் அவர் பதில் அளித்தார்.

மும்பை குண்டு வெடிப்பில் பலியான 18 பேரின் குடும்பங்களுக்கு தலா ரூ.5 லட்சம் இழப்பீடு வழங்கப்படும் என்று மராட்டிய மாநில முதல்-மந்திரி பிரிதிவிராஜ் சவான் அறிவித்துள்ளார். காயம் அடைந்து மருத்துவ மனையில் சிகிச்சை பெற்று வருபவர்களுக்கும் நிதி உதவி செய்யப்பட்டுள்ளது.

குண்டு வெடிப்புகளில் சிக்கி 133 பேர் காயம் அடைந்தனர். அவர்கள் மும்பையில் உள்ள 30 மருத்துவமனைகளில் சேர்க்கப்பட்டுள்ளனர். அவர்களில் 23 பேர் உடல்நிலை மிகவும் கவலைக்கிடமாக உள்ளது. அவர்களை காப்பாற்ற டாக்டர்கள் தீவிர சிகிச்சை அளித்து வருகிறார்கள்.

மும்பையில் தீவிரவாதிகள் எந்த நேரத்திலும் தாக்குதல் நடத்தலாம் என்று கடந்த சில தினங்களுக்கு முன்பே உளவுத்துறை எச்சரிக்கை விடுத்திருந்தது. இதையடுத்து மும்பையில் அதிரடிப்படை போலீசார் உஷாராக வைக்கப்பட்டிருந்தனர். இதனால் தான் குண்டு வெடித்த சில நிமிடங்களுக்குள், சம்பவ இடத்துக்கு அதிரடிப்படை போலீசாரால் வர முடிந்தது.

உளவுத் துறை எச்சரித்ததை ஒத்துக்கொண்ட மும்பை போலீசார், குண்டு வெடிப்பு எப்படி, எங்கு நடைபெறும் என்பதை கணிக்க முடியாததால், நாசவேலையை தடுக்க முடியவில்லை என்றனர்.

மத்திய உள்துறை மந்திரி ப.சிதம்பரம் இன்று காலை இது தொடர்பாக கூறுகையில், மும்பை குண்டு வெடிப்புக்காக உளவுத்துறையை குறை சொல்ல இயலாது என்றார். மும்பை தொடர் குண்டு வெடிப்புக்கு ஐ.நா. சபையின் பாதுகாப்பு கவுன்சில் கடும் கண்டனம் தெரிவித்துள்ளது. அந்த கவுன்சில் வெளியிட்டுள்ள அறிக்கையில், சர்வதேச அமைதிக்கும் பாதுகாப்புக்கும் விடப்பட்ட அச்சுறுத்தலாக மும்பை குண்டு சம்பவம் உள்ளது என்று கூறப்பட்டுள்ளது. அமெரிக்கா, ரஷியா, இங்கிலாந்து, பிரான்சு, ஐக்கிய அரபு எமிரேட், பாகிஸ்தான் ஆகிய நாடுகளும் மும்பை குண்டு வெடிப்புக்கு கண்டனம் தெரிவித்துள்ளன.

இந்தியாவில் தீவிரவாதிகளால் அதிக தடவை பாதிப்புக்கு உள்ளான நகரம் என்ற சோதனையை மும்பை சந்தித்துள்ளது. மும்பையில் இதுவரை 8 தடவை தாக்குதல் நடந்துள்ளது. தற்போது 9-வது தடவையாக நாசவேலை நிகழ்த்தப்பட்டுள்ளது. இந்த 9 குண்டு வெடிப்புகளில் சிக்கி மொத்தம் 681 பேர் பலியாகி உள்ளனர். 3 ஆயிரத்துக்கும் மேற்பட்டவர்கள் காயம் அடைந்தனர்.

மும்பையில் கடந்த 1993-ம் ஆண்டு முதன் முதலாக தொடர் வெடிகுண்டு தாக்குதல் நடத்தப்பட்டது. அந்த ஆண்டு மார்ச் 12-ந் தேதி 13 இடங்களில் குண்டுகள் வெடித்தன. 257 பேர் பலியானார்கள். 713 பேர் காயம் அடைந்தனர்.

2002-ல் டிசம்பர் 2-ந் தேதி நடந்த தாக்குதலில் 2 பேர் செத்தனர். 4 நாள் கழித்து டிசம்பர் 6-ந் தேதி நடந்த மற்றொரு தாக்குதலில் 11 பேர் காயம் அடைந்தனர். 2003-ம் ஆண்டு ஜனவரி மாதம் 27-ந் தேதி நடந்த 4-வது தாக்குதலில் 30 பேர் காயம் அடைந்தனர். 5-வது தாக்குதல் 2003-ம் ஆண்டு மார்ச் மாதம் 13-ந் தேதி நடந்தது. அதில் 11 பேர் உயிரிழந்தனர்.

அதே ஆண்டு ஆகஸ்டு 25-ந் தேதி நடந்த தாக்குதலில் 46 பேர் செத்தனர். 2006-ம் ஆண்டு ஜூலை 11-ந் தேதி 7 இடங்களில் குண்டு வெடித்தது. அதில் 181 பேர் பலியானார்கள். 2008-ம் ஆண்டு நவம்பர் மாதம் 26-ந் தேதி பாகிஸ்தான் தீவிரவாதிகள் மும்பையில் ஊடுருவி தாக்குதல் நடத்தினார்கள். அப்போது 166 பேர் கொல்லப்பட்டனர். தற்போது மீண்டும் பெரிய அளவில் தாக்குதல் நடந்துள்ளது.

இந்திய நகரங்களில் மும்பை நகரில் மட்டும் தீவிரவாதிகள் மீண்டும், மீண்டும் குறி வைத்து தாக்குதல் நடத்துவதற்கு பல்வேறு காரணங்கள் கூறப்படுகின்றன. மும்பை நகரம் மக்கள் நெரிசல் மிகுந்த நகரமாகும். இது தீவிரவாதிகளுக்கு ஏற்றதாக உள்ளது. மற்றும் மும்பை நகரின் பூகோள அமைப்பும் தீவிரவாதிகளுக்கு சாதகமாக உள்ளது.

மேலும் இந்திய முஜாகிதீன்களின் ரகசிய குழு அங்குதான் மிகவும் வலுவாக உள்ளது. எனவே அதிக இழப்பு ஏற்படுத்தும் வகையில் தீவிரவாதிகளால் குண்டு வைக்க முடிகிறது. இவை அனைத்துக்கும் மேலாக மும்பை நகரம் இந்திய பொருளாதார தலை நகரமாக இருப்பதும், தீவிரவாதிகள் தாக்குதல் நடத்துவதற்கு முக்கிய காரணமாகும்.

மும்பையில் தொடர்குண்டு வெடிப்புகளை நடத்தினால் இந்திய பொருளாதாரத்தை சீர்குலைக்க முடியும். அதே சமயத்தில் உலகின் கவனத்தையும் கவர முடியும். இத்தகைய காரணங்களால் தான் மும்பையை தேர்வு செய்து தீவிரவாதிகள் குண்டு வைக்கிறார்கள்.

மும்பையில் இதுவரை 9 தடவை நடந்த குண்டு வெடிப்புகளில் 3 தடவை ஜவேரி பஜாரில் குண்டுகள் வெடித்தன. இந்த பஜார் தங்க, வைர கடைகள் நிறைந்த பகுதியாகும். பெரும்பாலான கடைகளை குஜராத் மாநில கோடீசுவரர்களே இங்கு வைத்துள்ளனர். அடிக்கடி அவர்களை குறி வைத்தே தாக்குதல் நடத்தப்பட்டுள்ளது.

நேற்று 3 இடங்களில் நடந்த குண்டு வெடிப்புகளில் ஒபரா ஹவுசில் வெடித்த குண்டுதான் சக்தி வாய்ந்த குண்டாகும். மும்பையில் நேற்று நடந்த குண்டு வெடிப்பில் சிக்கி காயம் அடைந்த 133 பேரும் மருத்துவமனைகளுக்கு தூக்கி செல்லப்பட்ட போது மருத்துவமனை ஊழியர்கள் திணறும் சூழ்நிலைக்கு தள்ளப்பட்டனர்.

அதிக பேருக்கு சிகிச்சை அளிக்க முடியாததால், வேறு ஆஸ்பத்திரிக்கு எடுத்து செல்லுங்கள் என்றே எல்லா மருத்துவமனைகளிலும் கூறப்பட்டது. இதனால் காயம் அடைந்தவர்கள் ஒவ்வொரு ஆஸ்பத்திரியாக அலைய நேரிட்டது. பேரழிவு ஏற்படும் போது, மின்னல் வேகத்தில் செயல்பட முடியாமல் மராட்டிய நிர்வாகம் திணறியது.

மும்பையில் நேற்று தாதர் பகுதியில் குண்டு வெடித்த போது 400 மாணவ-மாணவிகள் அதிர்ஷ்டவசமாக உயிர் தப்பினார்கள். குண்டு வெடிப்பதற்கு 30 நிமிடத்துக்கு முன்பு தான் 400 மாணவ-மாணவிகளும் அந்த தெருவை கடந்து சென்றனர். அந்த சமயத்தில் குண்டு வெடித்திருந்தால் நெஞ்சை பதற வைக்கும் வகையில் நாசவேலை மாறி இருக்கும். அதிர்ஷ்டவசமாக இளம் பிஞ்சுகள் உயிர் தப்பி உள்ளனர்.

மும்பையில் நேற்று நடந்த குண்டு வெடிப்புகளுக்கு பயன்படுத்தப்பட்ட 3 குண்டுகளும் அம்மோனியம் நைட்ரேட் கலவையில் தயாரிக்கப்பட்டிருந்தது. மும்பையிலேயே இந்த குண்டு தயாரிக்கப்பட்டுள்ளதாக தடயவியல் நிபுணர்கள் கருதுகிறார்கள். புனே, டெல்லியில் உள்ள இந்திய முஜாகிதீன்கள் இந்த வெடிகுண்டுகளை தயார் செய்து கொடுத்துள்ளனர்.

TN govt introduces new medical insurance scheme

Chennai: Scrapping yet another initiative of the erstwhile DMK regime, Tamil Nadu Chief Minister Jayalalithaa on Monday announced an improved medical insurance cover under which a family can derive a maximum benefit of Rs four lakh for four years.

The new scheme would cover 950 types of medical treatment as against the previous government's scheme of 642 types, Jayalalithaa said, as she hit out at DMK, saying its scheme had benefited only private insurance firms and private hospitals.

"Under the new scheme, a family can avail medical benefits of upto Rs four lakh for four years while it was Rs one lakh for four years according to the previous scheme," she said.

The new scheme also allots Rs 1.50 lakh per year for some specific diseases, Jayalalithaa said in a statement.

The Kalaignar Insurance Scheme, named after then Chief Minister M Karunanidhi by the DMK regime, had envisaged offering medical services free of cost to persons with annual income of Rs 72,000.

Jayalalithaa said expenses on certain tests prior to and after surgeries would also be covered under the new scheme, "which were not there in the previous scheme."

Jayalalithaa, without naming the Kalaignar Insurance Scheme, said it had fallen short of meeting people's health needs completely.

After assuming power, Jayalalithaa had discarded the flagship scheme of the previous DMK regime, that of supplying colour TV sets free of cost, besides freezing construction of the New Assembly Complex, pending enquiry.

Her government has set up an Enquiry Commission to probe into alleged irregularities and "inordinate delay," in construction of the near Rs 1,000 crore structures.

The Jayalalilthaa government had announced in the Governor's address on July 3 that a new insurance scheme to achieve quality medical services for all would be launched. The scheme would be expanded to government hospitals to ensure delivery of better medical services, she said, adding they would also be provided the full amount like private hospitals.

"Further, some treatment will be available only in government hospitals. Special wards will be created for this purpose, thus making more people utilize the services of government-run hospitals," she said.

With the new scheme likely to take some time to be introduced, status quo would continue for certain life-saving treatments in private hospitals, she said, adding the government would directly pay expenses for these treatments to the respective hospitals.

CB-CID crack Dilshan murder case; accused held

Chennai: The mystery over the killing of a 13-year-old boy due to gunshot wounds inside the Army campus was resolved on Sunday with the arrest of a retired senior Army officer who confessed to his involvement in the incident which kept the city police on its toes for a week.

The Tamil Nadu Police Crime Branch, after a week-long investigation, arrested the 58-year-old retired Lt Col Kandaswamy Ramraj, a native of Madurai, who has been booked under Section 302 (relating to murder) of IPC.

"We have got a major breakthrough in the Dilshan murder case. We confronted the retired Army officer with physical witnesses and evidences which made him to confess," CB-CID ADGP R Sekar told reporters on the killing of Dilshan who fell to the bullet when he trespassed into the Army residential quarters last Sunday to pluck mangoes and almonds.

Stating that the retired Army officer got annoyed by the frequent trespassing of the boys to pluck mangoes and almonds, he said, "this led him to shoot from his rifle from a balcony at the time of incident".

Sekar said that though initially police came to know there were only three children at the time of incident it later came to light that there was a fourth boy who informed them about a senior Army man who tried to erase the evidence, he said.

With the help of the fourth boy, police could zero in on Ramraj who initially refused to admit that he owned a licensed weapon but later confessed that he had applied for the renewal of license with the suburban police, he said.

"He has got the 0.3mm rifle from Jabalpur in 2004 and the license was valid till 2008. But since then he had not renewed the license and recently, he had applied for the renewal at the suburban police. Even the Army personnel did not know he was holding a rifle without license," he said.

Ramraj, an Assistant Engineer (Arms section), admitted that he threw the rifle in the Cooum river here along with the bullets, Sekar said.

"With the help of fire tenders we were able to recover the weapon imported from United States and efforts are on to locate the bullets," he said, adding that the car used for hiding the weapon was also seized.

Sekar said Ramraj would be produced in the George Town Special Court later today.

Dilshan, residing in the Indira Gandhi Nagar locality adjacent to the Army quarters in the Island Grounds locality, fell victim to a mysterious bullet when he tried to pluck almond fruit from the army residential area.

The victim's family had alleged he was shot by an Army personnel.

The post-mortem report had earlier established that a bullet injury had killed Dilshan when he scaled the Army campus.

An Army officer in the rank of Lt Colonel and some others were questioned in the past few days in connection with incident.

Condemning the incident, Chief Minister Jayalalithaa had said the teenager was killed by an Army jawan and had written to the General Officer Command requesting that the culprit be handed over to the state police.
